The Keystone Education District: 1,500 permanently affordable new homes for educators

As San Diego Unified prepares to depart its Normal Street headquarters, the Keystone Education District offers a mission-aligned legacy project to meet and exceed school leaders' historic commitment to house 10% of its workforce. Keystone represents the highest and best use of public land by delivering 1,500 permanently rent-restricted homes—50% more than the closest competitor—with 100% of units affordable to District employees and zero market-rate pricing.

Contributing $4.2 billion in new revenue to the school district over its lifetime, Keystone provides more than 10x the financial benefit of the closest competitor. In addition to those gains, the Keystone provides nearly 600 homes designed for families, which will help stabilize school district enrollment and generate $8 million every year for students in ADA state enrollment grants.

Just as San Diego Unified strives to keep equity at its core, Keystone provides new opportunities for students from historically disadvantaged communities with a construction apprenticeship program baked into the planning and the construction of a new pool, which will provide the San Diego High School Cavers with the same world-class facilities enjoyed by students in more affluent neighborhoods like La Jolla.
